Every kennel has its own rules to begin with.
But for sure no breeder will give a puppy to a new home before he is 12 weeks old.
So according to my usual principles of breeding I don't give a puppy away until he is at least 15 weeks old.
Why not?
No sooner than 60 days old at the club, we do not give out puppies than they are chipped and receive their registration. Every puppy is carefully examined for any abnormalities (if there are any, they will be noted on the puppy's passport) and examined for health including bite, ears, corners, measurements and weighing.
In our kennel, puppies are routinely given the full course of vaccinations, the last one at 12 weeks and I have to quarantine them for 3 weeks.
At the age of 15 weeks our puppies are socialized to the world and people.
They are also fostered by their mother and begin to get along with the other dogs in the kennel.
At the age of 15 weeks, our puppies are already well enough to travel long distances.
To know the exact move-in date, simply add 15 weeks from the date of birth.
